The two ships belong to the Army Quartermaster's Corps. The Corps insignia can be seen on their bows, and at the top of the building, above "United States Army."

Well, I assume that everyone can see the words on the building. I was trying to point out that the QC insignia is featured rather elegantly (i.e., insignia alone, without labels) on the bows of the boats.
The Wall Street Ferry terminal (building at left in our photo) was at the foot of Wall Street on the East River. According to the map below (click to enlarge), it was the slip between Piers 15 and 16. In our photo it's right next to the Army Quartermaster building, which was, as shown by the number on the roof, on Pier 12.
