Looks as though they have the traffic tied up until they clear the intersection. Years later I walked across that same bridge when visiting and loved it as under the 3rd Street Bridge the newer Penn Central Railroad lines ran, replacing the old Pennsylvania Railroad from which my grandfather ran until retirement.
