Might this be the Springfield YMCA building in which James Naismith invented basketball?

Sharp Curve Ahead!

Almost direct overhead of the lady by the hydrant (at the 2nd story level) is a small sign which reads: "2 MILES PER HOUR." Given the sharp turns in the trolley tracks, that must have been posted as a warning for the conductor.
