Fashion statement

A cliche about old people and their clothing is how men of advanced age wear their pants with the waistband hiked up far above their waist. (The black dress socks and black leather shoes are another story...) Yet I notice in this sailor scene and some other Shorpy shots that when those hypothetical men were in their youth, they wore their pants that way then, too. In other words, the old men haven't lost all fashion sense; they're simply retaining, or re-adopting, a style they had practiced several decades earlier.
