Okay, new theory: the female-dressed female is in the process of pointing at something in the distance. They ARE both looking in that same direction. Perhaps it was supposed to look like she had her hand resting on "his" chest before she pointed.

"So, if the 'man' is really a female, does that mean the girl on the right is or isn't touching breast?"

I think she was posed like that to draw attention away from the breast.

I think the photographer posed them like this, if you look at his work it was fantastic, also I tried finding info on him and came up with nothing.

Women were arrested for dressing like a man in public. It was definitely not a common thing and was very risque for a woman.
