I'm pretty sure that it is a shoe-shine stand.

An odd pairing

Looks like the best place to get a cigar is the barber shop. Seems like kind of an odd pairing till I put on my 1900s thinking hat. A barber shop being a men's only place would be the logical place to sell them.

Is that a wheel chair to the right of Dr. Hickson's office?
