The non-US version is spelled "groyne". Pretty common along UK beaches. I have a photo of my great grandfather sitting on a groyne in Blackpool..
The structures are groins, similar to jetties. Their function is to capture sand that would otherwise be carried down the shoreline by wave and tidal action.
Walks or jogs on the beach could be problematic. Unless you're
a hurdler practicing for a meet.
