Rod, where are you?

This looks like a scene from "State Trooper".

What's the brick structure?

On the ground, to the left of the office is some brick structure missing its top. Too big to just be a decorative post, but too small to house much. Anybody know what it might have been? Seems to be missing its top now, too.
