Fenders

This is a sidewheel steamer and those fenders protect the paddles.
[The fenders are there to protect the dock and the boat from bumps and scrapes. - Dave]

Er . . . uh . . . not to get too esoteric here, but devices intended to protect hulls from dock abrasion, etc., are properly called fenders, not bumpers.
