Planning

It is rare for a large public project to affect only the land upon which it sits. Urban planners consider a certain radius or city block when creating something on the scale of a Union Station, etc. It is poor planning to have your shiny new station directly across from the slums. Also, keep in mind what the City was dealing with in the context of the times. Today's lens shows only the results. Therein lies the power of SHORPY.
