Looks like the woman with the dark blue skirt either fell down or sat on the ground and forgot to dust off the debris.
This is the Swiss Chalet Gift Shop in Mount Pocono, Pennsylvania. Whether a standalone enterprise or part of some larger resort or attraction, I do not know.
I noted the length of the gutter on the upper roof, it carries water well past the end of the building and lets it fall past the drop on the left. Wonder if this was an old stagecoach stop, that might explain the weathervane design to acknowledge a past history. Some of the decorations seem Pennsylvania Dutch in origin, might that help clue into the location.
