Could this be it?

Here's an 0-4-0 tank loco, very similar, that is said to be ex-Navy. Sure, the cab is aft of the rear driver, but a wooden cab would certainly have been replaced during its service life. The link-and-pin coupler, lack of air brakes, and kerosene headlight likely mark the historic photo as mid-1890s or earlier.

Not the most dignified preservation, but at least it hasn't been scrapped.
