Photo is titled "New Engine." Most likely at Charlestown Navy Yard late 1800's as the album it was scanned from contains mostly photos from there and Chelsea Navy Yard in that time period. Anyone have additional information? View full size.
Here's an 0-4-0 tank loco, very similar, that is said to be ex-Navy. Sure, the cab is aft of the rear driver, but a wooden cab would certainly have been replaced during its service life. The link-and-pin coupler, lack of air brakes, and kerosene headlight likely mark the historic photo as mid-1890s or earlier.
Not the most dignified preservation, but at least it hasn't been scrapped.
