The other Vegas

The Rough Rider Reunion of June 24-26, 1899 was held at the Plaza Hotel in Las Vegas, New Mexico. The hotel is still there, although the modern bar doesn't seem to fit the picture above. The other Vegas really didn't become anything until 1905 or so.

Rough Riders Reunion

Your Fathers Uncle appears to be wearing some sort of medal.
It is not a Medal of Honor as it has the wrong star orientation. It does bear a resemblance to a souvenir of the 1st Rough Rider Reunion, held in Las Vegas Nevada in 1899. Perhaps that is where they are.
