The guy on the right may have on his wingtips, but the brass on his lapel indicates he's in the Signal Corps (two crossed flags and a torch).

I don't know what card game they are playing, or what they are playing for, but there appears to be a few coins in the middle of the table under the soldier's hand. It seems odd to me though that they can all pretty much see each other's cards. I thought that was verboten.
