Water barrels

I remember seeing pictures of elevated wooden roadways from the 1920s. They had similar barrels at regular intervals. I was told they were in case of fire.

I am wondering what the man at this end of the bridge is signaling with that flag.

High evidence

The telegraph pole and wires reaching for the sky are clues that there is a massive swing span at the center of this quite long and impressive structure.
