Third Appearance of the Penguin

The engrossing comic book is is BATMAN #11, cover date June/July 1942. According to the Grand Comics Database, it was released to newsstands on April 10 of that year. Joker appears on the cover, but in this photo, you can see Penguin and his trademark top hat from the story "Four Birds of a Feather!"
