Redcliffe Tower, Paignton, Devon, England. built as private residence in 1856 by Colonel Robert Smith (1787-1873) who served with the Royal Bengal Engeneers. Converted into an hotel in 1904
The fanciful architecture and its location suggest a Victorian-era seaside resort amusement pavilion rather than an actual castle or residence. There were scores of examples in England alone, a few of which survive. I haven't been able to track this one down, and it may not even be in England.
