Calle José Celso Barbosa Interior?

The street seems to be Calle José Celso Barbosa Interior, and the cross street now called Calle Hermandad. Here's a link to the location I believe Delano was when he took the picture. He appears to have been facing west-southwest. The shadow directions and lengths seem to point to this being a mid-morning photo.

In case anyone is interested, here are Wikipedia articles about Dr. Barbosa, and Rafael Cordero
