Based on earlier photos of the same event, the circus was no doubt housed in the old Broadway Auditorium at Broadway and Potter (now Nash). From a comparison of the location and layout of the houses to the 1894 Buffalo Atlas here.
I believe the houses in the background are 36 through 48 Potter (now Nash) street.
