Smoking is not nearly as fatal as falling from the pole.

Forget about the smoking, the smoker does not have his safety belt around the pole, and he he is only standing on one of his gaffs (the spikes attached to his feet/boots with which he can climb poles). That is an older pole which has been climbed many times (from the numerous spike marks) and is more likely to allow a cutout where the climber's gaff takes another chunk of wood off the pole.
