I think it is a ditching machine. The left and right things are conveyors and not booms. The auger is in the center cutting the trench and the conveyors carry the dirt off to each side. If you look under the center vertical column you can see what appear to be drive shaft couplings that are more than likely attached to wheels riding on rails or wooden platforms. Notice too that the surrounding area looks like it is bottom land and therefore very wet and soggy hence the need for ditching.
It's a dual-boom dragline of the kind used to excavate big irrigation ditches or canals. One of the buckets is over on the right, on the ground. The boiler shed on the platform houses a steam engine that powers the cable winch -- the vertical member inside what looks like a derrick.
