Earthquake damage to P.E. power station at Dominguez Junction, California March 1933.

What looks like a baggage car to the left of the ruins is likely a portable substation of Pacific Electric RR. These were moved to locations where extra power was needed. Behind it is a work motor. No doubt these guys are tasked with repairing the quake damage and restoring P.E. train service.
Pacific Electric was California's largest electric railroad, with lines spreading in all directions from the hub of Los Angeles. The last of those lines were removed in the early 60's just as the need for such service was really beginning.
