The Badge

As retired Police Captain, I find that very ornate "Cleveland Special Police" badge very interesting. There has to be a story. And the number on top?

[The number is 89. The sign is equipped with two light bulbs -- one white and the other colored; a smaller sign below reads DON'T HITCH HERE, the horse-and-buggy equivalent of "No Parking." - Dave]
